Slowly. I think they only way is to keep slowly improving standards of living. And find some way to eliminate addictive drugs and the mentally-ill homeless.

We need to provide people with the basic necessities: food, water, shelter. Only then can they begin to consider providing for themselves sufficiently to exist above the status of poverty.
